What are my chances at USC, UCSD, TAMU and UT?

bump to the top

Texas A&M–College Station–Safe Match to Match
Texas–Austin–Match (but borderline–slightly lower than average GPA, slightly higher than average ACT score)
USC–Slight Reach–average GPA is 3.75 UW (yours is 3.71), average SAT is 1960 (versus your 1840)
UCSD–Reach (OOS)–problem here is that as an out-of-state applicant, they expect much more of you than they do of in-state applicants–even at that you need to know that 93% of students accepted (most of whom are from California) were in the top 10% of their high-school graduating class, and the average SAT score here is 1950.

Good luck.

UT is definately not a match - 90% of their acceptee’s are in the top 10% … i say a big reach for UT . TAMU is pretty much a safety

Yeah, 85% of the UT incoming freshman class is automatically admitted from the in-state top 10% rule. So you’re competing with all out-of-state and in-state non top 10%ers for 15% of the class.
