I'm not sure about the majority of the schools that you listed, but...

NYU-reach
George Washington-reach

Your averagish GPA and test scores will keep you out of most of those schools IMO.

Overall these are either match or reach schools. I would definitely add two safety schools that you would be happy going to, and will be able to afford financially.

money is no option for me...arent stony brook and penn state safeties

I am not sure about the SUNYs, but in my son's hs (also OOS) students with similar stats were accepted into Penn State, but not the main campus.

He probably could get into WPI, RIT (?) or Stony Brook (?)... I don't know about some of them, such as Binghamton or Franklin and Marshal, but the rest are reaches. However some might be accessible if you highlight some of his remarkable Extra Curriculars.

sorry- but I don't think Stony Brook and Penn State are safeties. Look into U. of Buff too- but again, I view them as matches not a safety. Your SAT V&CR is 1180 (if I am reading it correctly). You are certainly in ball park for admission, bit I do not think it is a sure thing.
also check SUNY ESF program at Syracuse U. Lots of science type majors.
Don't know enough about admissions at other schools- but I am not sure if you are covered with safeties on your list.

PSU University Park is not a safety, in fact, I would call it a reach for this student. He's OOS, and his stats just aren't that fantastic. He might qualify for summer admit - maybe. I am not sure that his national origin will not count against him...

I think theres a decent chance getting into PSU if you apply before Nov 30th.

bY THE WAY I AM A LEGACY AT STONY BROOK..WHAT ABOUT BOSTON I'VE SEEN PLENTY OF PEOPLE WITH MY STATS GET INTO BU?

I have sent a PM to you. I do agree with Marny's post; some of these schools are match schools, but I don't think that you have your safeties.

bskt- SUNY's don't give a hoot about legacy. If you are doing the SUNY application, do yourself a favor and apply to some SUNY colleges too- And yes- kids with your stats get into BU but there are others who do not. You may get into absolutely all your schools- but none of them are sure things!!
Don't overlook Queens College- it's a real solid school too.
