okay, so I wont be the worst bearer of bad news because I’ve done my through research on a lot of different schools, since my stats are generally close to yours including the URM stuff too.

Rutgers- go for it, I say your GPA isn’t too low. maybe for CC, but cerainly not for Rutgers. write good essays, get them proofread. your SAT is okay too.

Michigan- AnnArbor is a definite no, this is because OOS they’re impossible and in state they’re impossible. They are a true numbers game.

Virginia Tech- a possibility here, although the GPA will always hurt you, I feel like you could come up with something that might outweigh in some points.

Maryland- yes

Penn State-U Park- no here, this school is like michigan, your GPA alone will rule you out.

Ohio State- go for it, admissions are a bit more relaxed but the education is still great.

The questions:
-do you plan to take the ACT?
-have you taken honors/AP classes offered? ( <– big one)
-were you lazy in the last few years or was it simply a result of circumstance, because your SAT and GPA dont match.

Also remember to chance back.
