Chance an OOS junior?

<p>Hi,
I live in Virginia and currently am a junior at a nationally ranked (was once like 3rd or something.. now it's in the 40s I believe), competitive high school. I'm a white male (the epitome of diversity I know) and I will not be seeking financial aid. </p>

<p>First off, how much does being OOS hurt you? I saw that only a small (around 6%) portion of UCSB undergrads are OOS. Is applying here just a waste of time for someone like me, or is the percentage just so small because not many people apply OOS? </p>

<p>Second, please chance me personally.
Stats:
GPA: 3.773 (will probably be around 3.9 by app time) - weighted
I don't know my class rank and I'm pretty sure my school doesn't send out that info anyway.
PSAT (haven't taken the SAT): 211
Writing 770
CR 740
Math 600 :( </p>

AP Macroeconomics - 5
AP Latin Literature - 5
I am currently in the IB program at my school and am taking:
IBH English 11
IBS (next year IBH) Biology
IBH History of the Americas
IB Theory of Knowledge
IB Psychology
IB French </p>

<p>I am taking the higher level of all those classes next year, with the exception of IBS Psych. I imagine I'll take either IB Physics or IB Business and Management to replace it.</p>

<p>Model UN - I only joined this year, so not much activity yet. I was a chair of a committee at my school's conference and am the head delegate for a conference at another school
Environmental Club - Joined this year - President and Founder of one of the teams within it
Weight Lifting - while I have proven myself to be competitive, I am not allowed to compete in any school events in basically all sports due to a health issue.
Will be volunteering at a local hospital
Will be interning somewhere this summer (don't know where yet.. with my local Congressman if I'm lucky)
Volunteered at Food and Friends, a charity, for the past two years
Will volunteer as a teacher's aide at the local middle school
Attended NYLC (National Young Leader's Conference) and am attending PYIC (Presidential Youth Inaugural Conference). I really did both of these just so I could go to the Presidential Inauguration
Violin and piano for a few years
Member of National French Honor Society
Attended summer college at Georgetown (business courses)- received college credit. I know these don't help you get into the schools - I just really wanted to see the campus and take the courses.
Ranked 98 percentile (nationally I believe) in the Grand Concours (french exam)
Was a writer for the school newspaper
Was selected as one of three out of all the Biology students to go to the Howard Hughes Medical Institute on Memory. I'm not even sure if I'm going yet, and I suppose it doesn't count as an ec, but there it is.</p>

<p>I'll probably be doing a lot more in the way of ec's in time to come. </p>
