Chance at PENN CAS ED and WILL CHANCE BACK!

I have a question, What would the chances be for this person to get into an ivy, like Penn for instance. My friend lives here in the US, but he asked me to post this for him to get him an idea (doesn't have internet access at the moment)

[ *] SAT I (breakdown): Did not take this

[ *] ACT: 29 (31 reading, 30 english, 28 math, 28 science)

[ *] SAT II: he did not do very well on these => 650 US and 580 math 1 :/

[ *] Unweighted GPA (out of 4.0): 4.00 out of 4.00

[ *] Rank (percentile if rank is unavailable): 2/69

[ *] AP (place score in parenthesis): 3 on AP US

[ *] IB (place score in parenthesis): none available

[ *] Senior Year Course Load: AP Government/Politics, AP Language and Composition, Calculus, Statistics, Astronomy, and French V

[ *] Major Awards (USAMO, Intel etc.): No major awards, aside from NHS and on a school level, he's been part of high honor roll for every quarter he has attended at the school. (very rigorous private high school)

[ /list][ b]Subjective:[ /b][ list]
[ *] Extracurriculars (place leadership in parenthesis): Leader of a Diversity club, model UN, Environmental Club, Community Service board, Varsity Cross Country Captain and other such feats

[ *] Job/Work Experience: unfortunately none, his parents needed him to help out at home, he couldn't get a job

[ *] Volunteer/Community service: over 1,000 hours of community service, very dedicated
[ *] Summer Activities: spent time in Bulgaria ( 2 months in the summer) working with an orphanage.

[ *] Essays: Excellent essays, i've read them, I showed them to my parents and a bunch of highly educated individuals, EXCELLENT!

[ *] Teacher Recommendation: All of his teachers love him, they see a true leader in him, so his recs were impeccable

[ *] Counselor Rec: awesome rec from counselor
[ *] Additional Rec:

[ *] Interview: He had a very good interview with Penn, the lady told him that he has an incredible story and that she would do everything she could to help him

[ /list][ b]Other[ /b][ list]
[ *] Applied for Financial Aid?: no
[ *] Intended Major: Sociology
[ *] State (if domestic applicant): NJ
[ *] Country (if international applicant): N/A
[ *] School Type: Private
[ *] Ethnicity: Bulgarian
[ *] Gender: Male
[ *] Income Bracket: 100k - 200k
[ *] Hooks (URM, first generation college, etc.): I'm not sure if he is URM since he's Bulgarian (white though), His parents attended very basic colleges in Bulgaria ( military and beauty school, respectively) So, He should be considered first generation?

Overall:

What do you guys think, He realizes that he doesn't have good scores, (those are his only downfalls) However, his essays, recs, his grades, and his interview are nearly FLAWLESS ( he would have taken more AP's, but his school has scheduling conflicts since it's so small).
He told me that he gets very nervous on testing days and can't do his best, which is really unfortunate.. He's a great guy who is very smart and would contribute alot to an Ivy.

He's come from a VERY meager background.. his parents came into this country with nothing in their wallets (heck, they didn't even have wallets) They've made a name for themselves and now he wishes to take it to the next level - he's absolutely in love with Penn) Tri - Lingual: Fluent in Bulgarian, English, and French, looking to learn more languages in colleges (English is second language, he moved here when he was 5 years old, though he was born here, he moved back to Bulgaria until age of 5)

Please find it in your hearts to chance him at Penn CAS ED

A 29 is pretty low for Penn, although that will not be the deciding factor in a rejection. I think the essays, if they are truly as good as you say they are, combined with the fact that he has an excellent story will help!!

Good to know, Thanks for the prompt response!! Yeah, unfortunately, his test scores, in general, ( ACT and SAT II’s respectively) aren’t the greatest… but thank you for your insight!! I really hope that the essays and his story will help him through!

The test scores will most definitely hurt, but don’t be dismayed. And if he does get rejected, so be it. Support him none the less.
