Chance at UCLA

I just finished my sophomore year in high school pretty poorly. I only had a C in my honors Algebra 2 class (a year ahead of me) and I was borderline in Chemistry but ended up getting a C after taking a really hard final. So my GPA for this semester is a 3.0 and I think the weighted one is 3.66 or something. My freshman year I think I had a 3.8 unweighted and so I probably had over a 4.0 with the advanced classes taken into consideration.

I'm planning on taking AP US history next year and AP biology, but I'm taking myself out of honors math. I will also have the opportunity to dual enroll for community college credit in my French class and College Algebra class. I'll have 4 honors courses next year (biology, english, french, history) in total. I'm also planning on volunteering a lot this summer and then in the years following.

I've been told that sophomore year and freshman year don't really matter, but I'm pretty stressed out about it all. I would be an out-of-state student so I know my priority to the university is low and I really have to stand out. If I work hard next year, and my senior year, get mostly A's, and leave out any C's, what are my chances? If they are extremely low then should I move to California, go to a community college like Citrus or something and then transfer? I'm open for anything I just really want to go there.

...this may sound very dumb, but would it slightly increase my chances if my dad went there?
