Do I have a chance?

You have a chance. Are you going to be retaking your SATs?

no i will not retake SAT but I might take toefl because I am international student

If your first language is not English, then the TOEFL is mandatory, not optional. I would recommend retaking your SATs to try and raise that CR score.

you dont think i have chance if i do not retake sat?

I think you have a chance, but I think your chances will be greatly improved if you improve your CR score.

do you think I do not have a chance if my toefl score does not reach the minimum for Uconn? and do they usually tell student to retake a toefl after they admit the student? Do they care about thing that my sister is in Uconn?

If there is a minimum TOEFL score, then that is the minimum, and there are very rarely any exceptions. A student is not admitted unless they meet, among other things, the TOEFL standard. And no, it does not particularly matter if your sister is at UConn.
