Chance for ILR RD?

I was contemplating ED for cornell, but for one reason or another ended up not doing it. So now, I was wondering what you guys thought about my chances in RD:

I hold an ok gpa: 4.18 W & 3.3 UW
and sub-par act: 27
I completely understand how selective ILR's small enrollment can be, and I guess my support would be that I'm from Chicago (since oos appears to be advantageous), Hispanic, and attend a top 20-30ish public school in the country taking all honors and AP's (rough grading). I know my act doesn't fall within the "middle 50%" but it should be solid in the lower 25% maybe?
My fit with ILR definately comes in through my EC's: I work together with a Latin American Professionals organization in improving the labor and socioeconomical status among low-income families in the Chicagoland area, and I recently participated in a jr. internship at the W hotel to gain a wider knowledge on human resourcing and its fundementals. I'm also in the process of completing a constitutional law program in partnership with the Mayer Brown law firm, which has completely opened my mind to remaining broad within the social sciences which is something I feel ILR can provide me with. With this all said, can I manage to compensate for sub-par credentials possibly, or even hold a solid chance by demonstrating my "fit"?

hard to say with ur hispanic status. normally, with a 3.3 gpa, it would be near impossible to gain acceptance.

Yeah, I figured that would be the issue...but doesn't it look better knowing that the gpa came out of all honors and ap courses?

You should apply. Let admissions decide - If your interests and long term goals are in line with the unique ILR program (and you can convey this in your essays) then you have a shot. Did you take the ACTs again? If you prep alot you can probably raise your score. I think that is more of the issue rather than the gpa. So it's a reach but you should at least apply.

I took it once more and got the same score unfortunately, but thank you for the encouragement...I just can't wait to find out, and march seems so far away, lol
