Chance For These Schools:
Naval Academy - Annapolis
Coast Guard - New London
Air Force - Colorado Springs
Merchant Marine Academy - Kings Point
Military Academy - West Point

I'm going to have to say that the Naval, Air Force and Military Academies are going to be longshots. Even though they're not your typical universities, they still have world-class academics especially in the engineering fields. Are you applying for this upcoming year? If so, make sure to send in the online pre-app quick so they can determine if you're a possible candidate.

I think you need a Congressional nomination to get in... you might ask those who know for sure in the respective school's subforum.

Let's start with the good. Your extracurriculars are interesting. That's probably a decent plus.

...and the bad. Your academics are well below service academy averages. I would definitely suggest retaking the SAT and ACT. For USAFA, academics account for 60% of admissions.

I highly recommend reading the information at each academy's website.
USAFA's: Air Force Academy

Then, get in touch with the local representative from the academy. (Your school counselor should have this information.)

Also, visit the service academy forums here.

How about VMI?

I don't know much about VMI, but there is a forum dedicated to private military colleges at serviceacademyforums.com

Ok, first off, i've recently been accepted to the Air Force Academy for this upcoming year. By the looks of it everything is good except for your academics. Sadly academics are more than half of the acceptance factor. If you can explain to the why your GPA is so poor then you may have a shot. You also have to get a Congressional nomination and that can be very easy or very difficult depending on which representative you choose to get a nomination from. Some congressmen don't even require an interview, but thats not a good thing to look for, if you look for the easy way in then you will find an easy way to failure.

Oh, i'm bilingual too, which is a nice plus, all it can do is help you.
