Chance for Rutgers?

Hi I'm currently a high school junior in New Jersey, and recently I have been looking at colleges. I want to know more about if I can get into Rutgers because it is also an in-state school, which would help financially. I haven't taken the SAT's yet, but I took the ACT's about a week ago so I am still waiting on those scores. I did take the PSAT, and most recently I scored a 1650.

Here are my grades and core classes up to this year so far:
Freshmen:
Honors Algebra 1 - A
Honors English 1 - B
Honors Environmental Earth Science - B
French Level 2 - B
Electives: Intro to Business, Computer Applications, String Ensemble

Sophmore:
Honors English 2 - C
French 2 Level 2 - B
Honors Algebra 2 - B
Honors Geometry - B
Honors Biology - C
U.S. History - C
Electives: Piano Lab

Junior(First Semester)
English 3 Level 2 - B
Honors French 3 - B
Honors Pre-calculus - C
Honors Chemistry - B
AP Physics B - B
U.S. History 2 Level 2 - B
No electives

For sports:
Fencing for all of high school ( outside of high school )
Lacrosse for Freshmen Year
Tennis for Sophmore and Junior year

That's about all I have throughout highschool. For fencing I have a C rating and in a couple of tournaments I have placed pretty well. For national tournaments I only placed in top 16 for two Div II tournaments and in an under 17 tournament I placed top 32. I have some community service hours at my local library, but only about 16 hours.

Also if anybody has recommendations for other colleges to look at that would be helpful too, I'm also considering Drexel and Penn state.
