ACT: 28
SAT: 1410 (i just crashed under pressure)
SAT2: need to take ( took practice Math2: 720 & U.S. History: 680 )
I was wondering if i can just put my ACT and still get in?

They're gonna see your sat scores regardless of how you did because when you send in your sat IIs it sends in everything. Also, your g.p.a. is kinda low so it may be a reach. The 28 on the act is not bad, but its not a sure thing at all.

If your ACT is better than your SAT, then they will use your ACT score.

From the UC Davis General Catalog (http://registrar.ucdavis.edu/UCDWebCatalog/admission/freshman.html)

"If you take both the SAT Reasoning Test and the ACT Assessment, we will use the test that gives you the higher score in our admissions decision."

Get the SAT up a few hundred and you'll get in fine.

Yea, make sure you do well on your SAT2s and SATs.
