Chance for UCLA or Berkeley

Hello,
I am an OOS student from Maryland, American Citizen, Chinese ethnicity. Enrolled in a very competitive school, one of the top counties in the U.S. Applying for UCLA Undeclared Life Science, and Berkeley Undeclared/Pre-Business Administration/Letters & Science.

I didn't do very well in the beginning of high school, but I stepped up my game in 11th Grade.

10th Grade:
AP NSL: B/B
Honors English 10: B/B
Honors Algebra 2: D/B
Forensics Science: C/C
Honors Chemistry: C/B
Honors Chinese 3: B/B

11th
AP World History: A/A
AP Literature & Comp: B/A
AP Psychology: B/B
Honors Physics: A/B
Honors Precalculus C/A
Honors Chinese 4: A/A

I am currently taking a rigorous curriculum in 12th grade, consisting of 4 AP's, Anatomy, and a 2 Period Engineering Course from University of Maryland.

Oct. 2011 SAT I
660 R 660 M 610 W- 1930

Oct. 2012 SAT I
710 R 700 M 690 W - 2100

In my personal statement, I talked about my high emphasis on responsibility, and commitment, based on need to take care of my deaf brother, while keeping a positive attitude towards the future. Hopefully it was alright, I got a lot of positive feedback from my peers and teachers, but I'm not sure.

Please give me your feedback! I'd like to know how my out of state status could affect my admission, since I've been told many different things, about how OOS needs higher grades, or the UC system is more lenient on OOS, based on its financial crisis.
Also, I know that my GPA during 10th grade is..ehhh, but how will UC look at it? Will they notice my jump from roughly a 2.8 to a 3.6/7? I've been taking rigorous courses all throughout high school.

Thank You!

UCLA - high match

Berkeley - low reach / reach

that said, you still have a chance at Berkeley.

Both are reaches. You did improve in 11th grade, but your GPA is still well below the average for those school.

^^^ I think UCLA is more forgiving for OOS applicants. At Berkeley, OOS would need to have a much higher stats to get in.

http://admissions.berkeley.edu/studentprofile

How big of a factor is my ethnicity? I heard that Asian students, especially in UCLA or Berkeley, would need scores 200 points higher than other ethnicities to be considered equally. Also, for Berkeley, being part of the UC System, wouldn’t being OOS help my chances, since I’m able to pay for the full freight?

Also, thank you for your feedback!

^^^ Unfortunately, not for Berkeley. As you can see the data I provided through the link I posted above, OOS admits have higher stats than In-State admits. For example, the Avg. GPA Admit for CA Residents was 3.89 whist it was 3.91 for OOS. The Avg. SAT Admit for CA Residents was 2041 whilst it was 2141 for OOS. The Avg. ACT Admit for CA Residents was 30, whilst it was 32 for OOS.

I think the affirmative action abolishes discrimination based on race. So, I don’t think you’d need 200 more points as an Asian to get into Berkeley. I’m not sure for other UC campuses, though. But I figured it would be the same.

UCLA: Low Reach/High Match
CAL: Low Reach

cal: with Cs and avg SAT scores, i think cal is out of reach for you.
ucla: reach.
