Money is a concern so would any of these schools give me a significant amount of money and could you recommend any universities with great engineering or business programs that would based on my stats?

Thanks!

Great stats overall i think you have a good shot at a bunch of these schools
Wharton-high reach( nearly everyone has low chances here)
Low Reach - Duke, Stern, Berkeley
Match/high match- all the rest

Add UMich to the low reach list. Your ACT is within the mid 50 and GPA is around admission average for CoE. Ross (business school at UMich) pre-admission is also as competitive if not even more. The current admission rate for CoE is 20% while even lower for Ross pre-admit. Being oos would mean an even lower chance.
For UIUC engineering, the admission stat last year was similar to UMich but I am not sure whether it also got a significant drop in admission rate this year or not. For either school, don’t expect any need based aid or merit aid with your family income from oos and stat.
You would have a great chance at Purdue which is also very good for engineering, but still you may not get much if any financial aid. If you really want to get merit aid, you would have to aim a bit lower or retake ACT for 35+
