What is your unweighted GPA? For reference, Washington’s 2015 Common Data Set reports the unweighted GPA of enrolled freshmen as follows:
3.75 to 4.00: 64.24%
3.50 to 3.74: 27.16%
3.25 to 3.49: 6.52%
3.00 to 3.24: 1.52%
Under 3.00: 0.56%
Your GPA might be a little low, but your 30 ACT is in range. Enrolled freshmen in engineering had a 25/75 ACT range of 27-32 (compared with 26-31 for all freshmen).

Northwestern is a reach, the others should be matches.
I don’t see you having any problem getting into U of M or UW Madison, where admission is primarily based on stats. Although your stats are a little low for Northwestern, ECs/essay/recs also play a role just like they do at other highly selective schools.Your chance of admission could definitely depend on those.
