<p>TOEFL doesn’t work for “chancing”. If you have the minimum score, they look at your application. If you don’t, they don’t. There may be a “conditional admission” program whereby you’re close to the TOEFL score but don’t get into the university yet, only to an intensive English program, and if you succeed in that program then you’re automically in at the university, but this system doesn’t allow you to apply for scholarships.</p>
