Chance me and answer my question possibly?

I am applying for a sophmore transfer to these schools: brandeis, tufts, oberlin, Upenn, cornell, and some safety schools.

HS GPA: 3.5
SAT: 1180
(serious medical complications during my high school career, I am cured now)

Currently a freshman at Loyola College
GPA: 4.0 (18 credits first semester, 21 (overloaded) credits next semester)
strong letters of recommendation and essays
both parents went to cornell and grandpa taught there for about 20 years.

I have many extracurriculars but nothing superlative:volunteer at a hopsital three hours a week, AP Scholar with honors, Dean's list, one of the leading officers of a club on campus that plays with ailing children at hospitals, Spanish national honor society, varsity soccer, and a lot of various other clubs and activities throughout high school and college.

Besides chancing me, I was also wondering if I should note on my transfer application that I was receiving a spinal tap with chemotherapy being injected into my spine on the first friday of every month of my junior year in high school. (coincidentally this is the day before I took both the SATs and SAT II's) I dont want to seem as if I am trying to blame my poor scores on my treatment but I think it did have a major impact on my performance.

What school within Cornell are you applying to?

CALS for Cornell, CAS for UPenn

get that SAT score up, and you'll have a good chance at CAS

any other input?-mainly on Tufts which is the school I am mostly interested in

Tufts has a very low transfer acceptance rate. With your stats, I wouldn't expect anything, though I think it is worth an app.

Your SATs will hurt you very much as a freshman applicant.

I am taking the ACT in february. I am hoping to get around a 29-30. What will my chances be should I achieve a score like that?

those SAT scores are out of 1600, I got an 1840/2400 if that matters at all.
