I am a current junior and I was wondering what my chances were for all of the UCs and Cal Poly SLO for engineering.

However, as an intended engineering major, most of them will be more selective than overall campus stats will indicate.
It varies from year to year and depending on which branch of engineering. My son got in to mechanical engineering with similar stats to yours. A few years later my daughter didn’t get into the same department with somewhat better stats.
I would recommend trying to get that UW GPA up as much as possible before you have to submit your UC application later this year. If you’re gonna apply as an engineering major, then those stats are just not competitive right now. Your extracurriculars seem a little on the weak side, so perhaps consider doing something engineering based, like an internship (doesn’t have to be big-name/fancy, just give yourself some exposure) or compete in some engineering competitions. At this point I would rank these schools for you accordingly:

Cal Poly SLO uses 9-11th grades with a cap of 8 semesters of UC approved Honors/AP/IB or DE courses. So what is your SLO GPA?
How many years of Math/Science/Arts/Foreign Language? SLO gives bonus points above the minimums.
My SLO gpa would be 3.94. I have taken 3 years of math so far (Alg2/Trig, Precalculus H, Calulus AB) , three years of science (Freshman biology, Chemistry Honors, Physics Honors), Arts is band
Your Cal Poly GPA is low for SLO Engineering with the average last year of 4.17 and probably higher this year.
You get maximum points for 4 years of Math, 5 Years of English, 4 years of Science, 4 years of a Language and 2 years of Art (Band) for SLO and they admit by major using an MCA point system.

You have competitive test scores which will help. Make sure you spend time on your essays for the UC’s and having some major related EC’s may help.
I think @armadaswim’s assessment is pretty spot on and definitely no guarantees with the unpredictability of the UC’s especially this year.
Make sure you love your safeties and are willing to attend no matter what happens in the admission process next year.
