Please post capped weighted and fully weighted UC GPA. Since you are OOS, only AP/IB or DE courses count for the extra honors points so no HS designated Honors will be included.
Also note that the UC’s offer little to no financial aid to OOS students, so expect to pay full fees $60K/year to attend.
Race not considered in the UC admissions but could help for USC.
You have excellent ACT score. Do you plan to take any SAT subject tests? Highly recommended for the UC’s.
You look like a competitive applicant for the California schools. UW GPA a bit on the low side but since you stated you attend a competitive HS, it will be considered.
Your EC’s are good but you will need outstanding essays to make you stand out.

I’m applying ed1 to northwestern and ed2 to vandy too!
GPA may be a slight problem for UCs, since they are so academics heavy. Vanderbilt and Northwester are also reaches. Your ECs seem pretty good though, but I’m not sure how much “immersion trips” are valued in the admissions process. If they are run by an institution and cost money to attend, they usually do not add much value unless they are highly selective. For everything besides the UCs, Vanderbilt, Northwestern, Umich, and Emory, you have pretty good chances. Good luck!
