I think you're hinging on your sports skills. (waterpolo) because being president of Sci-Oly doesn't mean much if you only score 720 in Chemistry and 3 in Bio AP?
although, eagle scout will definitely help you out. Basically I would say you are on the bottom end in terms of scores, and I mean your SAT II's certain APs, but you're still in the game with your extra-curriculars.

boy scouts will def help

Good Sat I scores so thats a plus. The Math SAT is good but Chemistry is kind of low, would have helped if it was 750+. GPA is pretty good and getting B's is only human.

Your ECs seem decent but you're eagle scout will help a lot (colleges love that).

I'd say 10-20% chance for Stanford, but remember your essay can make your application stand out. Write a stellar essay and you may be on your way to Stanford.

Harvard: low chance, they care too much about grades, 5%
Penn: 20%
Brown: 20%
MIT: 15%
Caltech: <5% (they really care too much about grades)
Berkeley: In

i dont know if this makes any difference but i have sent water polo recruitment forms to mit, harvard, and brown.

so yeah.
