UC’s are test blind and only UCB will ask for LOR’s if you are selected. I am assuming that your SAT score is listed for possible OOS/Private schools which require the test or are test optional.

I think you categorized your school chances pretty well. UC Davis is between a Match and Reach school while UCLA/UCB would be High Reaches.
For OOS, University of Arizona or Arizona State might be options. ASU has a online merit calculator you can use to see if costs will be in budget: https://scholarships.asu.edu/estimator
For in-state privates, Chapman University, University of San Diego and Occidental college. You would need to run the NPC’s to see if they meet your budget.
I would add Cal Poly SLO since Stats has around a 40+% acceptance rate so a slight Reach but possible. You will need to calculate your SLO GPA (UC GPA capped plus 9th grades).
For SJSU, math and applied math - statistics were some of the least selective majors last year, although thresholds are determined competitively each year: Freshmen Impaction Results | Admissions

You don’t indicate what kind of school you’re interested in, apart from the budget. As you’ve listed California publics which are all large institutions, I don’t know if your preference is for large schools or that’s just what is offered with Cali publics. Thus, the schools here may not be at all the right fit for you. But all of these private schools have a relatively higher percentage of students getting their degrees in math fields as compared to other similar institutions (as per College Navigator, put together by the federal government). Also, a number of these schools are members of the Colleges That Change Lives association and have been indicated with a CTCL.
