I'm a senior and am wondering my chances at getting into Carlson.
My second choice is the college of agriculture

GPA-3.1, higher weighted (yes i know this isn't in my favor)
Grade trend has gone up, not down.
ACT-30
High School does not do rank
I've taken 5 honors courses
I've been on varsity hockey for 4 years straight and am captain this year.
Played 2 years of football and basketball, then quit to play club hockey which i put on my app.
I've had a paying job for over a year.
I've put in many volunteer hours.
Went on a church mission trip my freshman year.
I'm a Wisconsin resident.

It kinda depends on your class rank. Without knowing that it’s hard to give context to your GPA. That being said I think your chances at Carlson are iffy but not impossible and much better at Agriculture.

My high school doesnt do class rank, but i also read a post about someone being on a “wait list” for the school of engineering, could this be the same for me with carlson? I applied in september. And in the school of agriculture I would go into food and agriculture business administration, anyone know anything about that program?

I believe that “wait list” means the University of Minnesota tells you explicitly that you have not yet been admitted or rejected and that you will receive a final decision around April instead of February or earlier as usual. If you haven’t heard anything yet then I don’t think you’ve been waitlisted although you could be waitlisted in the future.
