(Although my GPA’s are low, those are my GPA’s including ALL four years of high school. My GPA for just my 12th-grade year is a 4.1, will the colleges see my great improvement and consider me?)

Because if you are telling the truth then you showed extraordinary improvement your senior year with your GPA so there is a chance…
This is just off of a quick google search, but the average GPA of students admitted to FIU is 3.84 (although PrepScholar slightly inflates/extemporizes this number). The 25th percentile ACT score is 24, and the 75th percentile ACT score is 27. Your GPA and ACT (and SAT) are all well below the 25th percentile score. Did you have some safety schools lined up?
Also, how come your GPA is so low? You’re managing a 4.1 GPA senior year, yet your cumulative is 2.46? It’s too little, too late. Were you not motivated to actually study or something?
