No. I think you need a over 4.0 gpa and around 31 ACT or the equivalent SAT which is generally over 1400 to be considered for scholarships. Scholarships are very competitive there.
I was accepted into the fall term and was offered the University Freshman Scholarship with the following stats:
Unweighted GPA: 3.80
Weighted GPA: 5.08
Recalculated GPA: 4.5
ACT/SAT scores: 1290
Class Rank: 36/686
In State/Out of State: In State
Community Service Hours: 101
Dual Enrollment student with 14 classes / 42 college credits done (All As and one B ) and am currently taking another three courses. I took 3 AP classes, 5 Pre-IB, & 5 honors between my freshman and sophomore year.
I also submitted the personal essay when I applied which might have influenced my chances of receiving the scholarship.
