World scholars cup 2017 got a gold medal in debate and creative writing for being in the top 2 %.

As I’m sure you know, international students DO NOT have the same chances as US applicants. That’s because Harvard accepts only about 160 to 180 international students (10% to 11% of an incoming freshman class) and only a handful of students are from India. See: http://www.hio.harvard.edu/statistics (only 19 students from India are currently attending Harvard, meaning Harvard admits about 5 students a year from India).
That said, your ACT score of 31 is BELOW Harvard’s 25th percentile score, meaning that your chances in the RD round are not great, and IMHO your application will get buried in the SCEA round by other students from India who have higher SAT/ACT scores. You will probably be deferred in the SCEA round. I would take the ACT again and look to score a 34+.
