I’m sorry to say this, man, but I don’t think that your chances are too good. Almost everyone that gets into Notre Dame has an ACT that is <31, and almost no-one has a GPA below 3.8 without really good reasons.
The best thing that you can do is work really hard on your ACT, take it again, and try to get a score like a 34 or 35. If you can do that, and if you can write REALLY awesome essays, I think that you might have a chance.
Out of curiosity, what kind of volunteer work do you do? If it’s something unique, that could help you out.
You certainly don’t need an ACT score of a 34 or a 35 to get into ND, I’m here and I got a 32 and the middle 50% of students here got between a 32 and a 34 on their ACT. Certainly try to get a better ACT score because your GPA does hurt a bit, but don’t give up hope. You have a chance.
