<p>Penn State values GPA more than anything else, and they openly say that. Your GPA is relatively low, especially compared to those who enter into the engineering program. You would probably get accepted outside of the engineering program, but its a tossup for within. You could always apply to the Division of Undergraduate studies like I did and later switch into whatever major you want.</p>
