I'm applying to UT Austin and A&M for Computer Science as my back up schools.

3.78 GPA, Rank of 66/392 at competitive high school (Top 17%)
2210 SAT Score (with 800 in Math)
Few extra-curriculars but with fantastic commitment (150+ hrs a year)
Worked as an intern software engineer over the summer at a Red-Herring top 100 company
Run my own software LLC and have developed and published mobile apps into the app store (ios and android)

Should I even bother with teacher recommendations for A&M? That's the last thing I'm waiting for, or else I can submit my application in the next few days.

Also what are my chances for UT Turing Scholars?

You should be an academic admit for A&M but you should apply now if you want CS.

UT will be a little harder but your good test score and EC’s will help greatly. If you are from a competitive high school that has a good reputation with UT then you have an even better chance.

You should be in at A&M, good chance at UT but I doubt you will make Turing Scholar (rank is critical to UT). My son is a CS major but did not want to go to a big state school. Look into SMU and Trinity if you decide you are interested in smaller classes (they may offer surprisingly good aid, and you are more likely to graduate in 4 years thus saving on tuition and making money sooner).
