Forget Penn and JHU. And maybe some other OOS.
Planned major? What’s the breakdown of you SAT scores (Math score, Reading score, Writing score)? If engineering, you want your Math and Reading scores to be 650+, especially math. Writing is not considered nearly as much. Getting your class rank in the top 15% or higher can save you some significant cash if you choose a NJ school.
For Engineering, Rutgers NB, Rowan, VA Tech, MD College Park are all about the same standards. UDel a bit less. I’m not sure and am a bit dated with Ga Tech and Purdue standards, but I assume that they’d be higher for an OOS student. No clue about UCSD. For value (price, education quality, job placement chances, and the ability to grad in 4 years), Rowan does not take a back seat to any of them. However, if you want a career related to fracking or mining, Virginia Tech is the way to go of the ones above.
Of the schools you mentioned, Rowan is probably the least selective for the non-engineering majors.
UCSD: Low Reach
UW GPA and SAT scores are below average. If OOS, do not expect much financial aid. Plan to pay close to $55K/year to attend.
