Your odds with a 3.61 and a 1900 aren’t great at UPenn or JHU, although the parental connections keep both within the realm of possibility. Apply, but don’t set yourself up for disappointment by expecting too much.
Others know the rest of your colleges far better than I do, so I won’t chance you for those - no chance is better than a bad guess.
Chapel Hill is pretty much out of reach for an out of stater.
UCSD with that SAT and UW GPA is also out of reach.
