I’d assume he’s apply EECS if he’s serious about engineering @ UCB. Michigan, Wash U, and Cornell Engineering are extremely competitive, and it’s always a toss up regarding admissions. The OP has a great resume, but there’s always a certain degree of mystique and randomness surrounding admissions at high level programs, especially the engineering department at these schools. I didn’t use highs or lows, so I retrospect I would say Wash U is a high match, Cornell and Michigan are low reaches, and if he’s applying to EECS my reach still stands.
