Berkeley and UCLA stress GPA immensely. Even if you have a great SAT score, it won't make up for a low GPA (as it can at other top universities). Not the best rank, either. So:

Berkeley: big reach [GPA, EECS]
UCLA: reach [GPA]
Caltech: reach [GPA, ECs]
Stanford: big reach [GPA, ECs, lack of focus/passion]
UCSD: slight reach [GPA]
USC: reach to slight reach [GPA -- SAT score will help]

Don't bother retaking the SAT; it won't help much. I'd suggest finding more match schools, like the midtier UCs (UCSB, UCD, UCI). And for safeties, you might look at UCR, UCSC, and UCM.
