1 question of the day: Can you afford to pay $55K/year to attend if accepted? OOS students do not get financial aid from the UC's starting this Fall. Some merit aid is available but is reserved for the top 1-2 % of applicants.
UC’s also do not superscore. They take the highest composite from one sitting.

As an OOS applicant, you only get extra honors points for taking AP/IB or DE courses in 10-11th grade. UCB also will use the weight uncapped UC GPA (unlimited honors points for these courses).
Will you meet all the UC a-g course requirements including 1 year of a Visual/Performing arts course?
UCB looks like a Reach school due to lower than average ACT scores.
