OOS residents pay full fees; there is almost no financial aid for OOS students. Tuition and fees is expected to be $58k per year.

FYI: the UCs don’t use affirmative action so URM status isn’t taken into account.

I understand the financial aspect of the UCs, hoping that Hispanic, female, engineer helps out with the scholarship thing What SAT scores would I need to be competitive? What is URM status? And no, I don’t have ACT scores. Sorry for all the questions, kinda new at this
These are UCs they don’t care, well at least that’s what they claim, so I don’t think you get any merit. Apply to USC, USD and Santa Clara, all private schools, is better for merit aid.
The UCs are public universities paid for by California taxpayers. Priority admission and monies go to serve residents.
No financial aid and limited scholarships for out of state students, at the UCs, means that if you were to get some money, at most, you would get maybe $2000. From $58,000, that won’t help much.
URM is “underrepresented minority” which includes Hispanic students, but the UCs don’t use that to admit students since its against the law in California. (That’s called affirmative action)
California also has a huge Hispanic population, so they don’t need to attract Hispanic students from other states because they’ve got a huge selection of instate Hispanic, female engineers in California.
Your UW GPA is not competitive, and that 1740 needs to be at least over 2000.
The state gets hundreds of thousands of applicants to our UCs, but there is only so much space for each freshman class.

If you want a UC, then consider UCSC and UCR. Run the net price calculators on these schools to find out if they are affordable. There is no point in applying, if you cannot afford to attend. Concentrate on finding affordable California schools especially the privates where merit scholarships are available. Try the Supermatch feature plugging in your stats and narrowing it down to California. Good luck.
