The UCs are public universities paid for by California taxpayers. Priority admission and monies go to serve residents.
No financial aid and limited scholarships for out of state students, at the UCs, means that if you were to get some money, at most, you would get maybe $2000. From $58,000, that won’t help much.
URM is “underrepresented minority” which includes Hispanic students, but the UCs don’t use that to admit students since its against the law in California. (That’s called affirmative action)
California also has a huge Hispanic population, so they don’t need to attract Hispanic students from other states because they’ve got a huge selection of instate Hispanic, female engineers in California.
Your UW GPA is not competitive, and that 1740 needs to be at least over 2000.
The state gets hundreds of thousands of applicants to our UCs, but there is only so much space for each freshman class.
You would get better choices instate. Or, try the privates mentioned by @DrGoogle
