Test scores? EC’s? Intended major?
UC’s and CSZu’s only use 101"-11th grades in their GPA calculation. Are you local to SDSU? No Honors or AP classes?

Does your school offer AP classes only Junior and Senior year? HS course rigor is very important.
Not sure they would accept a D/F in a math class. You might have retake that class and get at least a C.
The D/F will be an issue but as long as you retake the course and pass you should be fine. For SDSU, your repeat grade will be reported on your CSU application while on the UC application, you have report both the D/F grades and your repeat grade. As long as you have repeated the course, the D/F will not be included in your CSU/UC GPA.

You need to first calculate your CSU GPA and then plug this information along with test scoes into the EI Calculation.
(CSU GPA x 800) + (SAT Math + CR) and (CSU GPA x 200) + (ACT composite x10)
An EI of 4200+ for the SAT and 1100+ ACT is competitive for SDSU. If you are local, than the EI threshold could be lower.
For UCI, they admit into the school first and then into major. They also consider alternate majors, so make sure you select an alternate on your application. UC’s are very GPA focused but test scores, HS course rigor and essays will all contribute to your chances.
Here is the Freshman UCI profile for 2016 and 2017’s profile should be listed on the UC website in August. For the best chances, you want to be at or above the average stats. Much will depend upon your intended major.

You need to apply widely so do not just focus on these schools. Make sure you apply to your local Cal state since you get priority and best of luck.
UCI looks pretty unlikely and there isn’t enough info to asses your chances at SDSU. Be sure you complete the a-g math requirements - if so, and you have a solid SAT, SDSU might be a possibility.
Without test scores it is really hard to recommend alternate campuses.
