For UCLA, the GPA is probably just a shade on the lower side but again it is holistic, and your ECs and test scores are very solid. I don’t know much about the UC system, being out of state, but I feel with your stats you have a very solid shot at getting into UCLA/UCSD/etc. Just work on the essays and you’ll be fine!
Also just wanted to point out that those privates you mentioned (Emory, Vanderbilt) are in the South, not on the East Coast 
I know for Vandy, they really focus on test scores, so maybe try raising that SAT score to a 2200+ or 2250+ ideally or raising the ACT (good luck on that retake!). UCLA–mid reach, for the privates-- reach/high reach. Good luck!
