I know my EC’s are REALLY lacking, but do my grades make up for it? I just got a 33 on the ACT which I hope will also help me.
Stanford - Slim to no chance, your scores and GPA are below their averages, nad your ECs wont make up for it.
UCLA - Pretty good chance, although your UC GPA may be a little low for them. Maybe 40% chance?
UC Berkeley - Similar selection process to UCLA, only slightly more so: 35% chance
UC Davis - Likely admit, 70% chance
Georgetown (Legacy) - IDK how much georgetown weights legacy, but if it’s like other top schools then around 55% chance.
NYU - 60% chance
CU Boulder - You’ll get in.
You’re right, your ECs are on the lower end in terms of involvement, probably the biggest flaw is that you didn’t have any leadership positions. Your scores and GPA are solid though, and can probably get you into a lot of these places, assuming you’re applying to the general schools. Good luck.

Your GPA is in the range where 2015 applicants to UCB/UCLA/UCD had 12%/14%/53% admit rates. However, some divisions or majors like engineering tend to be more difficult to be admitted to.
Alright, so you’ve got good scores and a good UW GPA, however, your WGPA is on the low side. Hopefully your scores can pull you through, and yes, your ECs aren’t going to hep you, but I don’t think they’ll actively hurt you as long as you can come across as interesting in your essays.
Stanford - Rejection, I’m convinced they never accept anyone and their entire freshman class is simulated.
UCLA - I think you’ve got a pretty good chance here. However, your UC GPA is going to be a little on the low end. I think your test scores can get you in, though.
UC Berkeley - Similar to UCLA, assuming you’re not applying to the engineering school. I’d say a little lower chances here, so it’s a toss-up.
UC Davis - Likely accepted here
Georgetown (Legacy) - I think you could pull it off, although your ECs will hurt you a little bit. Georgetown cares about legacy, so I think it could work out for you.
NYU - Also accepted
CU Boulder - Accepted
I think you’ve got good chances, at everywhere except stanford (as is the case for everyone). Berkeley is probably your next least likely, followed by Georgetown. Your ECs probably won’t hurt too much. Good luck!

Your academic stats are good for most of these colleges, but Stanford is almost surely a rejection. NYU you have a very good chance at and UC Boulder, and UC Davis I would bank on being accepted for sure. UCLA and UCB are toss ups because of the GPA situation, but your ACT is good. ECs are a bit lacking - depending on how much you were committed to them.

I think what some of the previous replies have been missing are that those percentages are mostly for in-state students, since op is OOS, all the UCs will only be that much harder to get into.
I’m glad I hadn’t heard of CC when I applied to Stanford. I would have been told I have zero chance of being admitted.
