As of now, you look like a qualified applicant. ACT could use a slight bump. Just an FYI since Human Biology is now a capped major.
Effective Fall 2016, all Biological Sciences majors will be capped to restrain continued growth in the number of Biological Sciences majors. This will allow the Division to continue to offer the highest quality academic program to our students, and avoid delays in time to degree due to lack of capacity in our laboratory and lecture courses.
If you choose a capped major on your application, you must also select an alternate major. These choices will not affect your overall admission to UC San Diego, and if admitted to the university, you could be admitted into either major or admitted as Undeclared.
Applicants interested in one of these majors should select it on the application; it may not be possible to change to a capped major as a continuing student. See additional information found in the undergraduate section on the academic department websites.

I think you have a very good chance. Like Gumbymom said, maybe a slightly higher ACT, perhaps 32-33. Your GPA looks very good.
Have you taken AP classes/AP exams? Course rigor will be very important along with GPA.
