A 3.5 isn’t super low, with a 32 ACT and 2330 SAT I’d say you’re in, although it may be a tougher call if you’re choosing one of the more selective engineering majors.

Make sure your senior year schedule has a good number of APs, write a kickass essay, and score well on the APs. As long as you do those and get good grades, you should get in easy. The big thing I noticed is that your gpa has progression which is what many colleges are looking at along with essays.

Write good essays and you should be in

I got in with a 3.45 gpa (full ib) and 2200 SAT

My son had a 3.5 instate with a 31 ACT, was deferred then rejected this year.

Daughter got in with a 3.5 and 0 AP and 2 honor classes with a 30 ACT, into LAS. She also had a semester with a 3.0. SHe was rejected from UW Madison, my Alma. Joined two clubs senior year but traveled a bit and her essay talked about her love of culture and travelling. Engineer is hit or miss with your stats.
