Just from what I read, UIUC in their college of ENG gets harder to get in to every year, and from what I discovered, my ACT is quite low to be suited in this Major.

One thing - Can the essay really change the outcome of admissions, even with a low ACT? I just believe that even though one individual can write the most inspiring topic of his/her life, yet if she/he doesnt have the grades on paper, they are not likely to be accepted.

Viewing my application - I forgot that being in Chemical and Biomolecular Engineering, I have to be in the College of Liberal Arts and Sciences, would my chances be the same with the College of Engineering or would it be easier/harder?

I think you have a good chance since you have a 35 in the math section, for engineering they explicitly say the Math score is the most important. And a 29 ACT is not that bad, It’s not a Reach. Your Math score is excellent, it compensates for the english imo.
