You are exactly what Umich is looking for in a transfer student, and UM reserves about 300 spots a year for CC transfers. I would start talking to the admissions office now, see which credits transfer, build a relationship. Your ACT does not matter.

MSU and WS will certainly take you if Michigan does.

Penn and Columbia are long shots because they have so many transfer requests. Your essays will matter a lot.
