My major of choice is Economics as i truly do have a passion for Economics and a career option i am considering is to go into law, but i am also interested in Computer Science. However as i know that UT is one of the top computer science schools in the world i am a bit hesitant to apply to that major as my first choice or second choice and would rather apply to Economics as my first choice and leave my second choice as either undecided, education or geosciences ( as i've heard these are relatively easy to get into)
I understand that my class rank isn't that competitive when it comes to UT and my ACT score isn't the best (I'm contemplating retaking it but my friends are telling me that since it's rated at top 1% in the nation i shouldn't be worried), but im hoping that the culmination of everything will provide me a decent shot at Economics at UT. In all honesty i have absolutely no idea where i stand in regards to my chance of getting in because my class rank isn't that good but my ACT score is higher than UT's top 25th percentile score. My ECs are strong from what i've been told but i'm still unsure.

It will be close. You have great test scores and ECs but UT places emphasis on class rank. I think we you will be OK. And don’t retake the ACT. You’re already at 99%.

Your stats are very similar to mine, and I was accepted into Liberal Arts for 2013-2014. If you haven’t taken the SAT already, you should take it early and hope for a 2100+. I recommend you to list Economics as your first choice major and declare a double major in CompSci since the college of natural sciences will admit anyone who applies.

Why would he need to take the SAT? He’s already taken the ACT and a 33 is higher than a 2100. The SAT is not needed.
