Your GPA is alright, but you need to bring up your SAT score. Try to aim for 2200+. Also, what types of classes have you taken? AP, honors, CP, etc? The fact that your an URM definitely helps, and if you bring up your SAT, score well on the ACT (which usually people tend to do better on than the SAT), and you didn’t specify what grade your going into. I’m going to assume that your a rising senior, and if possible, maybe try to bring your GPA up to a 3.9.
I think it’s a reach, but you seem like a pretty qualified applicant. : )

Hire a tutor for the SAT and find out if you need to take SAT2 subject tests as well.

If I remember correctly, the Black Panther Party is somewhat of (or was) a black supremacist group, so I would not mention that XD. Furthermore, they are considered socialistic and far left, which many people in America look down upon.

I think you’d have a good chance at Williams if either the track and/or football (particularly the latter) coaches were interested in you. Have you reached out to them? In addition to helping your chances at admission, they can also provide (if they are recruiting you) a pretty good assessment of your odds of admission. You seem to have everything but SAT scores, but your scores should be good enough at Williams considering that you are first generation, an URM, and a high-level athlete.
