I'm going to be applying to Stanford, UCLA, UCI, Harvard, and Columbia.

Crappy hs gpa 3.2 ( Wasn't motivated or focused :l )
SAT I - 2250 (should I retake?)
Would Sat subject tests help?

I'm in my second semester at a Community College

College gpa 4.0
Honors society
Part time job sales associate
1,000 hours volunteer work in beach clean up
+400 hours helping out at a senior home
Paid internship at merril lynch for 4 months
Activites Coordinator for Business Economics club
Plan on being President by the time I transfer

And I'm a business/economics major if you couldn't tell.

You’re already classified as a transfer applicant in the UC’s, so even with your high college GPA, you’d have a tough time getting into UCLA, but your SAT’s high so that might even things out. What I’d worry about is your ECs even though you have 1400+ hours of community service. Harvard, Stanford and Columbia are long shots because (I think) they consider your HS GPA as well as your current one. I’d say in at UCI, but you should definitely apply to more schools.
