Well you're certainly a competitive candidate!

hmm depends, do u want to apply to wharton or the college?
For college, u r just about competitive, though I would work on trying to lift SAT score by 100 if i were you. Also work a bit on ECs if possible.
For Wharton, well its just a crapshoot, it is very difficult to get in. You need the right IB HL subjects (preferably math bm eco HL, maybe english). SAT subject have to be good, specially math 2C (above 750. SAT score has to be above 2100, and 2200 just to be safe. This is just my personal opinion.

i am a IB senior, 42/42, sat 2240, international. SAT subjects are all 800 (MTH 2C chem Lit). Applied to wharton. Hls are bm, eco, math, eng. But I think its diff for me to get in, especially becoz i applied for aid.

Point being you need to work harder.

tell me which country you're applying from, which school at Penn are you applying to, and whether or not you're asking for financial aid....if you're from an underrepresented country and are not asking for aid, you have a good shot at the college and even Wharton....if you'er not asking for aid and from an overrepresented country like India or China (even Singapore I guess), then you probably have a fair shot at the College, not so much at wharton...and if you ARE asking for aid, well, then u maybe have a shot at College and chances at Wharton are kinda low, cuz my friend applied with like a 40 in IB form Indonesia, he DID NOT ask for aid, but he was rejected ED....good luck

ohh I forgot that you havent applied yet...well, if you bring up your SAT to like a 2100 or preferably a 2200 or above, bring up your IB scores, and you dont ask for aid, i'd say you have a pretty good shot at pretty much all schools at Penn

I am applying from Hong Kong = =''.....isnt it an overrepresented region? omg...need to work hard for everything now...

I dont think i will have a chance for wharton anyway, so why bother?

i'm sorry i dont understand the "38/42", is that your rank, or a percentage assessing your performance in IB? But i'll say now that you NEED to raise the SAT score.
