Here is what I think.
- North Central College & Illinois State University
- Benedictine University & UIC & NIU
- Loyola University & DePaul University
- Marquette University & Purdue Indiana University
- Ohio State University
- University of Illinois-Urbana Champaign (Large Reach for Engineering and Business)
- University of Michigan-Ann Arbor (Very Large Reach for all majors)
This list may seem simple; however, the gaps between each number differ significantly. University of Michigan-Ann Arbor is going to be extremely difficult to gain acceptance into. UMich emphasizes the GPA and it is becoming a highly selective school to gain admission. If you are applying for Business or Engineering, the acceptance rate is much lower than the overall acceptance rate. Being OOS will make it even harder. This year, Ross School of Business and the College of Engineering had acceptance rates very similar to those of Ivy League schools and other prestigious universities.
U of I will not be easy to get into, especially for engineering. However, being instate helps quite a bit.
Ohio State University will be more difficult to get into because you are OOS than usual. However, I knew a person who got accepted with a GPA similar to yours.
Focus on gaining acceptance into your top choices. Make sure to visit to get an idea of which school is the best fit for you.
If there is an external factor contributing to your low GPA, you can write about it to the school. The admissions officers will take it into account. It is good that you have a high ACT score because this will help balance the low GPA somewhat, but not entirely.
