Make your essays stellar and I think all of those schools can be matches/low reaches for you, despite your low GPA. Have you thouhht aboht retaking the ACT/SAT? Having a higher score definitely helps make up for a weakness in GPA as well.
I think UMich is a low reach given your essays are as good as you say they are ,you improve your standerdized testing scores, and you claim legacy status.
