What does this mean?

Based on the classes you’re enrolled in this fall semester, how high can your GPA get by December/January? That is the GPA that the colleges will be looking at to see if they’ll accept you as a transfer, and I suspect that will be one of the biggest determining factors.

I’m not overly familiar with all of the Texas publics, but I suspect that A&M might be more of a match and that UT-Austin would be more of a reach. Hopefully someone else will chime in who has more familiarity with the schools.

Also, what do you WANT to major in? Hospitality? Or philosophy/econ?

UT Austin is a huge reach. A&M is a reach. UNT and Tech are safeties. What about University of Houston? You certainly have a really interesting background and life experiences. Good luck!
