The problem is that you are on the borderline on those states. The good news is that you have a lot of good recommendations and a lot of volunteer time. The other part of good news is that I was accepted with a 27 math ACT, and you have a 28 math sub score. The cost is quite high for MSU, but besides that I would say you have a good chance to get in.
