could anyone rank me on chances at Ohio St, UConn, Wisconsin...for example i would love to know which one i have the best shot at to the worst shot at OOS.

For UW-Madison (ie Wisconsin) you will find a chart (sidebar link) listing unweighted gpa and ACT/SAT scores with a percentage chance of being accepted by going to the freshman admissions part of the UW website. Your grades and ACT put you in the 30% chance category.

your into osu. i had a 3.18 last year(from a competitive college prep school) and got in. i had a 27 on my ACTS though. i dunno if they still do this but if you are out of state and have a certain ACT/SAT score, i think a 26 or 27, they give you a $6,600 per year scholarship. you should be fine though

does anyone know of another public school i could apply to that ranks among the three i have listed, or that i would have a chance to get into? I have applied to many private schools and would like to add a couple publics to the list.

the deadline would have to be feb 1st or later...

ah i saw that UT barely accepts any OOS! I see it very hard for one to get in. Any suggestions for another public i can look at applying to with my stats that has a application due date of Feb 1st or later?

Your stats are good, but I wouldn't say that UConn is a sure thing. Admission to UConn has become very competitive for non-residents. The latest admissions cycle had well over 20,000 applications for about 3,000 freshman seats, and my recollection is that about 70% of those seats are reserved for Connecticut residents.
